Remove the saucepan from the heat. Whisk in the cocoa powder until smooth, then add the semi-sweet chocolate chips, stirring until completely melted and incorporated.




In a separate bowl, lightly beat the egg yolks. Gradually temper the yolks by slowly whisking in a ladleful of the warm chocolate mixture, then pour the tempered yolk mixture back into the saucepan.





Cook the mixture over medium-low heat, stirring constantly with a spatula, until it thickens enough to coat the back of a spoon and reaches 82°C on a kitchen thermometer.



Strain the custard through a fine-mesh sieve into a clean bowl. Stir in the vanilla and sea salt. Cover the surface directly with plastic wrap and refrigerate until thoroughly chilled, about 60 minutes.





Pour the chilled base into an ice cream maker and process according to the manufacturer's instructions. Transfer to a container and freeze for an additional 20-30 minutes before serving.
