Reduce the heat to low and continue to simmer the milk, stirring frequently and scraping the sides of the heavy-bottomed pan to incorporate the cream solids back into the liquid.




Once the milk has reduced to about one-third of its original volume and thickened, stir in the sugar, cardamom powder, and saffron.
