While the dough rests, heat a frying pan over medium heat and brown the meat. Add the onion, garlic, and cilantro, cooking until the vegetables are softened.







Stir in the cumin, chili powder, oregano, tomato paste, and water. Reduce heat to low and simmer to allow flavors to meld while you prepare the bread.








In a separate clean frying pan, heat the cooking oil to a depth of 1 inch over medium-high heat.


Divide the rested dough into portions and roll each out thin using a rolling pin. Carefully drop the dough into the hot oil and fry for about 1 minute per side until golden brown.



Remove the fried bread from the oil, drain briefly, and serve topped with the warm meat mixture and your choice of vegetable toppings.
