Gradually fold in the flour, cornstarch, cocoa powder, baking soda, and baking powder until a cohesive dough forms.







Wrap the dough in plastic wrap and chill in the refrigerator for at least 30 minutes.


Preheat your oven to 200°C and line two baking sheets with parchment paper.






Roll out the chilled dough to a thickness of 2 millimeters on a floured surface. Use a round cookie cutter to cut out cookies and place them on the prepared baking sheets.







Bake the cookies for 8 to 10 minutes per sheet until set. Remove from the oven and allow them to cool completely on a wire rack.


Spread a teaspoon of dulce de leche onto the flat side of half the cookies, then top with the remaining cookies to create sandwiches.


In a small saucepan over low heat, melt the semi-sweet chocolate with butter and orange zest. Dip each sandwich cookie into the chocolate glaze and place on parchment paper to set.
