Heat the cooking oil in a nonstick pan over medium heat. Add the white parts of the green onions and the lemongrass, sautéing until fragrant.




Add the quinoa to the pan and sauté briefly until lightly toasted.


Transfer the cooled cranberry and arugula stock mixture to a blender and process until smooth, then strain the liquid through a fine-mesh sieve.




Pour the strained stock into the pan with the quinoa. Bring to a boil, then reduce heat and simmer for 2 to 3 minutes.



Stir in the salt, chili powder, and sugar. Continue to simmer for a few more minutes.




Stir in the coconut milk, mix well, and remove from heat. Garnish with the green tops of the green onions and serve immediately.
