In a large bowl, combine the cooked rice with the filling base ingredients and black pepper to create the stuffing mixture.



Carefully slice the tops off the sweet peppers and remove the seeds using a knife.




Stuff each pepper firmly with the prepared rice mixture.


Place the stuffed peppers into a slow cooker or a large pot. Whisk together the dipping sauce ingredients in a separate container and pour the sauce over and around the peppers.





Cook the peppers on medium-low heat for approximately one hour until the peppers are soft.
